Picard is a male, mitred conure and yes...he only has one leg! But that doesn't seem to hold him down. He is a very friendly fellow who is starved for some love and attention. His feather condition is a bit ratty due to neglect, but new ones are emerging and with the great care at the rescue, he should be in great feather condition soon.
